Convene and mobilize parents, early care and learning professionals, businesses, media, school districts, local government, and social service organizations in a concerted effort to improve the quality and availability of early care and education for all Dallas area children.

Don Williams
Foundation for Community Empowerment Founder and Chairman Don Williams, then Chairman Emeritus of Trammell Crow Company, established the Foundation for Community Empowerment to develop an asset-based, comprehensive renewal initiative in the low-income neighborhoods of Southern Dallas.  Focusing its initial efforts on the South Dallas/Fair Park area, FCE’s goal was to create, in collaboration with community-based schools and churches, a successful model of redevelopment that can be replicated throughout the Southern Sector. With over 35 years of strong leadership and business savvy, Don Williams is now using his expertise to drive his passion in creating solutions for early childhood issues.

Marcia Page – Foundation for Community Empowerment President and CEO
Marcia Page, a loaned executive from Texas Instruments, serves as FCE's President and CEO. Page is responsible for the foundation's strategic direction and the alignment and implementation of its core initiatives: education, community building, institutional and systemic change, and research. As the driving force behind the highly successful Dallas Achieves school reform project, Marcia has personally taken on the mission of addressing early childhood issues, a pipeline for school success .

Keisha Page – Partners for Children Project Manager

Keisha Page is the President and CEO of Essential Elements for Education, the organization overseeing FCE‘s Early Childhood Initiatives: Partners for Children and Dallas Achieves! Utilizing her 15 years of experience in early childhood (both national and international) as well as her formal education and training, Keisha now develops consultants to disseminate this expertise across the country via Essential Elements for Education. As a result of her vision and passion for young children, Keisha continuously challenges each person and initiative to reach new heights.
